Fujitsu to Implement Oracle-Powered Cloud Service for Zenkyoren

Fujitsu Limited announced plans to implement a new cloud service infrastructure for the National Mutual Insurance Federation of Agricultural Cooperatives, known as Zenkyoren, utilizing the Fujitsu Cloud Service powered by Oracle Alloy and Oracle Analytics Cloud. Construction on the project began on August 17, 2026.

The initiative aims to establish a sovereign cloud through Fujitsu's Cloud Platform Services, part of the Fujitsu Uvance offering, which enhances IT infrastructure management. This cloud will be operated within Fujitsu's domestic data centers to ensure data confidentiality and sovereignty.

Zenkyoren, which provides mutual support services such as insurance for individuals, homes, and vehicles within the JA Group, relies on its information systems to visualize contract performance and analyze data, including policyholder portal registrations. Approximately 45,000 employees from Zenkyoren's national and prefectural headquarters and JA use these systems daily.

Fujitsu's cloud service aims to alleviate challenges faced by Zenkyoren's information systems department, which manages operations and maintenance amid frequent system upgrades and a complex support structure involving multiple cloud service and middleware providers. The new environment will enable non-technical staff to use data more easily, addressing the limitations of traditional business intelligence tools.

Fujitsu will manage the system infrastructure from design through operation, maintenance, and support, providing Zenkyoren with a unified point of contact to reduce the burden of handling inquiries during system upgrades and outages. The sovereign cloud will meet stringent confidentiality and sovereignty requirements, helping ensure data sovereignty for Kyosai businesses in Japan while addressing geopolitical and cybersecurity risks.

The Oracle Analytics Cloud will leverage AI for data search and analysis, enabling users to extract information and analysis results from large data volumes through intuitive operations. This service will help Zenkyoren staff make more effective use of data with AI support, enhancing data-driven decision-making at both management and operational levels.

Fujitsu plans to promote operational efficiency by using AI to detect performance degradation and support customer inquiries through dedicated personnel operating the sovereign cloud. The company will continue supporting Zenkyoren's data analysis operations through stable information system infrastructure, contributing to the reliable delivery of Kyosai systems aligned with Zenkyoren's philosophy of mutual aid.

Under Fujitsu Uvance, the company aims to enable advanced data- and AI-driven decision-making on highly confidential and reliable system foundations, supporting the transformation of customers' mission-critical and governance-intensive businesses.
