Fujitsu Unveils AI-Powered Service to Modernize Legacy Systems

Fujitsu has announced the launch of its new service, Fujitsu Application Transform powered by Fujitsu Kozuchi, which utilizes generative AI to analyze source code and automatically generate design documents. This service aims to significantly reduce work time by approximately 97% and will be available as a Software as a Service (SaaS) in Japan starting March 30, 2026.

The new offering is designed to support the modernization of companies and organizations by leveraging Fujitsu's system development expertise, proprietary technology, and generative AI. It focuses on analyzing COBOL and other source codes within existing legacy systems to automatically generate design documents, facilitating a better understanding of system content. This builds on the achievements of a previous software analysis and visualization service launched in February 2025.

Fujitsu's proprietary technology uses code analysis techniques on existing programs and manages RAG using Fujitsu Knowledge Graph–Enhanced RAG for Software Engineering. By linking large volumes of source code, the service prevents omissions and hallucinations, generating highly accurate and easy-to-read design documentation. This reduces the time and effort previously required for understanding programming languages and generating design documents, even without expert knowledge.

Compared to analysis solely by general generative AI, Fujitsu's technology generates consistent design information without omissions from the existing system source code, even for complex COBOL language. This approach has improved comprehensiveness by 95% and led to a 60% improvement in the readability of design documents compared to conventional methods. These enhancements confirm the generation of high-quality design documents.

Looking ahead, Fujitsu plans to offer support services for the introduction of this service. Beyond automatic design document generation, the company intends to introduce features for rebuilding existing source code for future use, automatically rewriting source code, and supporting operation and maintenance, starting in fiscal year 2026. Fujitsu aims to enable a clear understanding of current system specifications and characteristics, strongly supporting the formulation and implementation of system modernization and migration strategies.

Toshihiro Horiuchi, Managing Executive Officer at SMBC Nikko Securities Inc., commented on the announcement, recognizing it as a realistic advancement in the modernization of legacy systems. He highlighted the collaboration with Fujitsu on reverse-engineering design documentation for legacy languages, including COBOL, and noted the significant potential of this technology. Horiuchi expressed hope for continued collaboration with Fujitsu to achieve more practical and effective modernization.
